Below is Opinion. Take it with a grain of salt. If you disagree. That is okay:
The bottom line is though, google does not have a true auction on keywords for its ads anymore. I am not totally sure if they ever did, but now they certainly don't. It is like if ebay run an auction & told joe smoe that he can't just outbid Sally Silly but he has got to bid three times as much for the same product just because his ebay profile sucks. So Sally Silly always wins the bids and then kicks back a little to whatever programmer or insider is giving her the advantage. If ebay even thought about doing that do you know how quickly the government would shut down their fraudulent operation.

Now consider if Google run a newspaper and told its customers who live on the good side of town that their ads will cost half as much as their customers who live on the bad side of town just cause they really don't want to have to do business with people who live on the bad side of town. Do you know how quickly most business who tried that shit would be shut down?

So why does google get by with what they've gotten by with through the years? I have no idea.
